UPDATED! - Ohio Filing Deadlines

for

2018 EHB Compliant Health Plans and 2017/2018 Student Health Plans

The Ohio Department of Insurance (ODI) has received questions regarding the deadlines for form, rate, and QHP Binder filings that support the 2018 EHB compliant plans as well as the 2017/2018 school year student health plans.  As you know, the Centers for Medicare & Medicaid Services (CMS) released an addendum to the 2018 Letter to Issuers in the Federally-facilitated Marketplaces (FFMs). This addendum changes the dates for the 2018 qualified health plan (QHP) certification timeline. Additionally, CMS issued a bulletin proposing new dates for the unified rate review timeline. In order to meet the deadlines established for plan data submission, ODI is updating the following proposed state deadlines.

However, ODI will continue to monitor the policy changes being discussed and considered in Washington which may lead to changes or otherwise impact the timelines that HHS has released.  Based on that as well as the likelihood of new guidance from HHS, ODI may provide additional flexibility or updated guidance to Ohio carriers in the coming weeks and months to accommodate potential changes that become necessary. 

These state filing deadlines apply to form, rate and binder filings (if applicable) for (1) student health plans, (2) both on-exchange and off-exchange major medical plans and (3) both on-exchange and off-exchange certified Stand Alone Dental Plans (SADPs).

Please note, that the filing deadlines are different for student health plans vs. the individual and small group markets.
