Michelle Rafeld

Michelle Rafeld has served as the department’s Assistant Director of Fraud & Enforcement since 2007 and is responsible for overseeing the investigation of unlicensed insurance activities, agent misconduct and insurance fraud.

Rafeld, who earned a Bachelor’s of Science in Business Administration from the University of Dayton, is a former insurance agent and has worked in the insurance industry since 1990. She has more than 30 years of public service and was a supervisor within the Special Investigations Division of the Ohio Bureau of Workers’ Compensation before joining the department.

As part of her duties, Rafeld has actively represented the department on a number of committees formed by the National Association of Insurance Commissioners (NAIC). Rafeld has served as Vice Chair of the Title Consumer Shopping Tools Working Group, and Chair of the Promoting Appropriate Sales Practices In The Sale Of Life Insurance & Annuities Working Group. She currently serves as Chair of the Title Insurance Task Force, the Antifraud Education And Enhancement Working Group and Vice Chair of the Antifraud Task Force. Rafeld also represents the agency on the Annuity Suitability Working Group.

With more than 25 years of experience investigating crimes related to insurance, Rafeld is often called upon to offer insight regarding issues and trends related to agent misconduct and insurance fraud. She has represented the NAIC’s Antifraud Task Force on the Healthcare Fraud Prevention Partnership, the National Insurance Crime Bureau’s Law Enforcement Advisory Committee and the Executive Committee of the Coalition Against Insurance Fraud. In February of 2020, she was further elected to serve as the Public Interest Co-Chair for the Coalition.
