The Ohio Department of Insurance' process for electronic signatures can be found on the Electronic Filing Authenticity Affidavits Form INS7240. 

Once the form has been electronically routed and signed by all three officers, the form gets uploaded along with the signed and notarized Jurat Page and emailed to ORA.OneSpan@insurance.ohio.gov.
