​Agents who wish to assist consumers in the Individual Marketplace on HealthCare.gov and/or SHOP must complete registration and required training on an annual basis—prior to assisting consumers to enroll in a plan.

Agent Appointment Requirements

To sell a qualified insurance products, a licensed insurance agent must be appointed with the insurance company(s) offering the qualified health plans being sold. A list of insurance companies authorized to offer qualified health plans is available for your reference.

Registration Lists

The Agent Federally-Facilitatied Marketplace (FFM) Registration Completion List (RCL) contains the National Producer Numbers (NPNs) for agents who have completed FFM registration. CMS posts this list as frequently as daily. All NPNs are self-reported by the agent during FFM registration and should be validated against state and/or other The National Association of Insurance Commissioners records to confirm state licensure.  The Agent and Broker FFM Registration Termination List (RTL) contains the NPNs for agents and brokers whose FFM agreements and registration for the past plan years have been terminated by CMS. Termination is described in regulation 45 CFR 155.220(f)-(g). 

An agent's ODI record may be notated with their Federal Exchange Registration. This is a voluntary step and is only necessary if an agent wants their Ohio insurance agent license record updated. The department's agent/agency locator tool has the capability to search for agents that have registered with CMS to sell exchange plans. If an agent wishes to be included in the search for licensed agents who have notified the department that they have registered with the exchange, that agent must follow specific instructions.
